Value engineering integrated budget change request process

Abstract

Project management is an emerging discipline for planning, organizing, managing, and controlling projects. A project is a temporary initiative with unique objectives subject to risks and constraints. Many organizations across different industries such as: engineering, construction, defense, and information technology, among others have been using Project Management to accomplish their goals. This study is a practical research involving a matrix organization that runs its operations using project management techniques. Budget utilization and allocation is one of the problems that the company faces when managing its engineering projects. The main objective of this research is to improve the budgeting management process for the overall engineering department. The goal is to design and implement an effective and standardized procedure that will allow the proper and most efficient use of funds available for a project. This will be achieved by focusing in two phases: 1) development of a prototype process in order to get feedback and define the stakeholders expectations, and 2) use of Lean - Six Sigma tools to define measure, analyze, improve, and control the budget change request process for any project. We claim to address actual business gaps, such as: inefficient budget management, metrics fragmentation, poor decision making, and non-value added activities. As result, we contribute to the success of the organization by implementing a formal and standard budget change request (BCR) process and by defining a set of deliverables and metrics for measuring and controlling the improvements of an integrated budget change control system (BCCS).

La gerencia de proyectos es una disciplina emergente para planificar, organizar, manejar y controlar los proyectos. Se conoce como un proyecto aquellas iniciativas temporeras, con objetivos únicos y sujetos a riesgos y restricciones. Industrias relacionadas a áreas tales como ingeniería, construcción, defensa, sistemas de información, entre otros han utilizado la gerencia de proyectos para lograr sus objetivos. Este estudio es una investigación práctica realizada a una empresa enfocada en proyectos, la cual utiliza técnicas de gerencia de proyectos en sus operaciones. La utilización y asignación adecuada de su presupuesto es uno de los problemas que la empresa enfrenta manejando proyectos de ingeniería. El principal objetivo, es mejorar los procesos relacionados al manejo del presupuesto para el departamento de ingeniería. El propósito de la investigación es diseñar e implementar un procedimiento efectivo y estandarizado que permita una utilización más eficiente y apropiada del dinero disponible. Para lograrlo, la investigación se divide en dos fases: 1) desarrollar un proceso piloto para recopilar insumos y definir las expectativas de los usuarios del proceso, 2) utilizar herramientas de Seis Sigma y Manufactura Esbelta para definir, medir, analizar, mejorar y controlar el proceso de solicitar cambios en el presupuesto de los proyectos. Se busca mejorar debilidades tales como: manejo ineficiente de presupuesto, fragmentación de métricas, malas decisiones y actividades innecesarias. Como resultado, se contribuirá al éxito de la organización implementando un proceso formal y estándar para Solicitar Cambios en Presupuesto (SCP) y un sistema para controlar las mejoras realizadas, Sistema Integrado de Control de Cambios en Presupuesto (SICCP).
