    Comparative Analysis of Complex Transportation Project Case Studies

    Complex transportation projects are challenged daily by uncertainties and external factors that are typically not considered by the traditional project management approach. In 2013, the Federal Highway Administration (FHWA) in collaboration with the American Association of State Highway Transportation Officials (AASHTO) and the Transportation Research Board (TRB) launched the Second Strategic Highway Research Program (SHRP2) Implementation Assistance Program (IAP). This project is focused on the SHRP2 product known as Renewal 10 (R10), “Project Management Strategies for Complex Project Management”, and the projects selected as part of the IAP. The R10 product includes a five-dimensional project management model (5DPM) that adds context and finance to the traditional three dimensions (cost, schedule and technical) and provides methods and tools for project management teams. As part of the IAP, a group of selected transportation agencies and their respective management teams participated in demonstration workshops created to assess their projects by defining the complexity within each of the five dimensions and developing strategies to manage them effectively. This project presents and compares the complexity results of seventeen complex transportation projects. In addition, these complexity results were compared to those included in case studies from eighteen projects evaluated during the original research phase of the R10 product development. For this project, seventeen executive summaries were developed for each of the projects assessed and two projects were selected to develop case studies for educational purposes. Finally, this project provides an insight to the five-dimensional project management model (5DPM) and its implementation to complex transportation projects.
