Publication Development of standard procedures for data collection and safety evaluation of circular intersections in Puerto Rico(2015) López-Muñoz, Jean K.; González-Vélez, Enrique; College of Engineering; Cruzado Vélez, Ivette; Valdés Díaz, Didier M.; Department of Civil Engineering; Atiles Osoria, José M.All trips to work, school, home, among other destinations in the Commonwealth of Puerto Rico and all around the World are made by walking, bicycling, public transit or private vehicle. With such a high demand for the use of private vehicles, users expose their lives in every trip they make. In Puerto Rico approximately 200,000 crashes occurs every year. Of those 200,000 crashes, 340 fatalities and 32,000 injures account for 2013. With the commitment to provide a better transportation system, the Puerto Rico Highway and Transportation Authority has developed the Strategic Highway Safety Plan. The main objective of this project is to create a standard procedure for the collection and evaluation of circular intersections, perform a safety evaluation of the existing circular intersections in Puerto Rico and create an outreach program to instruct drivers for proper driving operation at circular intersection (roundabouts). Results from the data collection on the field visit demonstrated that circular intersections have deficiencies due the lack of presence of traffic control devices and pavement markings. Identifying these deficiencies are important to enhance the safety at those circular intersections. It was concluded from the safety evaluation, that circular intersections under the roundabout classification satisfied the minimum geometric characteristics studied to provide safe operations.
