Desarrollo de una aplicación de apoyo para la toma de decisiones en el análisis de "Value for Money" para proyectos de autopistas en Puerto Rico

The main objective of this research was the development of an application that can perform the "Value for Money” analysis. For the application to perform the analysis correctly, it must be able to make both the qualitative and quantitative analyses that the "Value for Money" requires. To achieve this goal, a literature review was conducted to determine the factors that should be considered in the analysis and how they should be evaluated. In addition, tools used by other countries to complete their analysis of "Value for Money" were investigated. The application was programmed using VBA in Microsoft Excel® to implement it. The result obtained from this research was an application that performs an analysis of "Value for Money" considering all qualitative and quantitative factors of the project. In addition, it offers the user the option to enter information in both the public and private sector, allowing the user to make a comparison between the two sectors.
