    This thesis introduces the reader to the public private partnership programs (PPP) in Puerto Rico (P.R.) and the legal framework that permits these programs. It also analyses the structure of the P.R. public private partnerships’ legal framework. The main objectives of this study are to identify those aspects that could:  have a negative impact upon Puerto Rico's economy  ensure the establishment of a PPP This research compares the financial aspects of the law that create and govern the public private partnerships in P.R. with the laws of the same purpose in Spain and Chile since these laws have been established for many years and have been modified according to the experience gained from each type of project. Various recommendations are offered based on the research findings.
