Concept of operations for a transportation management center in the Mayagüez metropolitan area

Abstract

In the process of planning an Intelligent Transportation System (ITS) project for the Mayagüez Metropolitan Area, several supporting documents must be developed. The first document is the ITS Architecture that was preliminary developed on May 2009 and the next document is the Concept of Operations (ConOps). They are formal documents, developed considering the requirements of Systems Engineering. The ConOps is used to make a plan of how the ITS project would work and to define all the components of the system that are needed for its implementation. The needs to establish the ITS were identified on previous studies. ITS will help to manage the limited capacity available in the urban road network and optimize their operation. The ConOps shows with more details how the systems will work, and the stakeholders that would support it. Several operational scenarios demonstrate how the ITS projects would respond under varying operational circumstances.

En el proceso de planificación de un proyecto de Sistema Inteligente de Transportación (ITS por sus siglas en inglés) para el Área Metropolitana de Mayagüez, se deben desarrollar varios documentos base. El primero es la Arquitectura de ITS la cual fue completada en el 2009 y el segundo es el Concepto de Operaciones (ConOps, por sus siglas en inglés). Estos son documentos formales desarrollados considerando los requisitos de Ingeniería de Sistemas. El Concepto de Operaciones se usa para realizar un plan de cómo funcionaran los proyectos de ITS y para definir todos los componentes de los sistemas que serán necesarios para su implementación. Las necesidades para establecer un ITS en el Área Metropolitana de Mayagüez fueron identificadas en estudios previos. El Centro de Control de ITS ayudará a manejar la limitada capacidad disponible en la red vial urbana y optimizar su operación. El ConOps muestra una vista más detallada de la operación de los sistemas y los constituyentes que apoyarían el proyecto. Varios escenarios de operación demuestran como los proyectos de ITS responderían ante diversas circunstancias de operación.
