    A number of methodologies have been developed to assess transportation infrastructure. However, a standard methodology for evaluating airports operational infrastructure does not exist yet. Airports infrastructure factors and elements necessaries to conduct an operational evaluation were identified in this research. An evaluation matrix model was developed, in which a weights percentage was assigned to each identified infrastructure aspect. The evaluation model was calibrated conducting a case study of the Luis Muñoz Marín International Airport (SJU). The Federal Aviation Administration (FAA) and Airports Cooperative Research Program (ACRP) design guidelines and evaluation scales were some of the evaluation metrics used in this research. SIMIO simulation models of the SJU airport, Terminal A processes, were developed to be able to evaluate high season demand scenarios. The evaluation model permitted to identify deficiencies in the SJU airport infrastructure and operations. Results indicate that SJU airport is capable of satisfying the existing demand with an acceptable level of service. Future research has to be focused in different airports aspects, like the Navigation Airspace System, to investigate the basis of the SJU airport annual delays.
